HID doesn't support Set_Report(IN)

This discussion revealed that all HID report types should be both gettable and settable. Now waiting for somebody to request to get this fixed.

The implementation has been updated to allow Get_Report(OUT), while Set_Report(IN) is still not supported, as that would allow race conditions between the device producing the changes and the host overwriting them.
