The Central Infra stack is going to need to destroy its resources within the accounts probably before the accounts get deleted, otherwise central-infra will be unhappy. so maybe something like "mark for deletion" that removes it from the SSM Params of all the workloads, then after central-infra has been applied with that change, it can be fully removed here
