sonic branch 201904 has some SAI define not exist #12

Currently mrvllibsai_1.2.1.deb include file saitypes.h and saiport.h don't have
"SAI_PORT_ATTR_PKT_TX_ENABLE" and "sai_stat_id_t" defined.
I can't build pas SONiC branch 201904.
