SQL queries are not profiled for Non-Rails Applications if rails patch is not enabled

Hello there,
I found that the SQL queries are not being filtered if we didn't enable rails patch.
I am building a application using Rack Builder and I find no reason enable rails patch.
So, I think we can remove the condition which checks for rails patch to enable SQL patches.
Let me know If anyone have any concerns, else I will raise a PR for the same.

This functionality was added in #418

This lets the developer determine if they want to use ActiveSupport::Notifications or monkey patching the ActiveRecord classes.

Are you using ActiveRecord

Can you give a simple reproducer for your issue?
I ask because the logic did have a few warts before nailing it down. It is very possible that your use case has bugs. So if possible, it would be great to fix your use case and keep the notifications support.

I rely upon ActiveSupport::Notifications, so for me, this will not be so good.
Also, Rafael on rails core requested that rack-mini-profiler not patch rails objects by default.
