Support Rocky 8

Problem Statement

Unfortunately, many EDA tools will only run on older distributions, such as Rocky 8. Currently OpenShell won't install on Rocky 8:

openshell: error: OpenShell Linux packages require glibc >= 2.31; detected glibc 2.28.
Please use a newer distribution or container environment.

Proposed Design

OpenShell should success install and run on Rocky 8. I don't know what the implications of adding that support are.

Alternatives Considered

OpenShell works fine on Rocky 9, but the industry isn't ready to migrate yet.
