Deploy an Azure App Service incompatible with Flexible Consumption Plans

The enhancement

The Need

The built-in Deploy an Azure App Service doesn't work with Flexible Consumption Plans, fails with with a 404. Research found that the endpoint the current step is looking for doesn't exist on the Flexible Consumption Plan.
Microsoft is deprecating their current Consumption Plan on September 30, 2028.
