Enforce Z-Tilt before bed mesh.

This feature request is related to a problem

Is it possible to enforce Z-Tilt before a height map, to prevent the bed being damaged in the event someone requests a Heightmap Calibration before a Z Tilt has been performed? This issues has caught several people out.

Here is the solution I would like...

If a Z-tilt has not already been performded, either enforce or include a Z-tilt into the Heightmap calibration/bed mesh.

Alternative

Users could place an override macro in printer.cfg, but this is a cumbersome solution and I think the best option is to bake the solution into RatOS. I see no downside to doing this.

We plan to slip this in to the next RC, but note that the change will be applied in RatOS/RatOS-configurator

So will it be like the performance mode toggle switch? I was kinda thinking it would be nice to have the option to enable a safety wheels mode for those of us who are klipper dummies to prevent accidents like this and when we move over to calico that's going to be even more needed

There may be no need for a toggle switch as there is probably no advantage in not having this feature enable for everyone. This particular protection feature would seem to have no disadvantage for either experienced users or dummies.

Given that the user is already commanding full-bed movement involving the z probe via BED_MESH_CALIBRATE, it seems safe and logical to automatically perform z tilt if it's not been done yet. I don't immediately see a need for an opt-out or opt-in, it will just become default behaviour.

What about printers like the minion that can't do a Z-tilt? Also sorry for the late question I forgot about this till I was going to work on my VCore build last week
