elliptic-curve v0.14.0 release tracking issue

This is a tracking issue for remaining work items and blockers that remain for an elliptic-curve v0.14.0 release

The main blockers here are upstream releases of ff/group.

I made a ticket of items I would like to see included in the group v0.14 release: zkcrypto/group#80

#2430 upgraded to the ff/group v0.14.0 releases.

The elliptic-curve crate is currently using a vendored wNAF implementation from the group crate though. I am going to try to upstream some changes needed so we can use the upstream implementation, and then try to migrate to it.

After that, I can cut a final release.

I thought v0.14.0-rc.35 would be the final RC, then I saw RustCrypto/elliptic-curves#1817 needed breaking changes to fix, which I did in #2455.

I'll cut v0.14.0-rc.36 today, and barring any showstoppers that should be the last RC and I can cut a final release.
