Automate Google Cloud Study Definition Deployment

Problem

The study definition files currently have to be manually deployed to the Google Cloud Storage bucket.

Solution

We should have a CI setup with a very scoped token that can read the storage bucket (and maybe even just the directory there) to deploy the exported study definition files based on the CLI tool in this repo.
