[FEATURE]: add Scroll Sepolia curated token list support for Orb Oracle

Feature and its Use Cases

Orb Oracle already supports Scroll Sepolia for oracle deployment, but there is no curated token list for Scroll Sepolia in the TokenList repo.
Adding a dedicated Scroll Sepolia token list would let the Orb frontend show chain-correct token options during oracle creation instead of relying on manual address entry.
