cs 1.6 -freq and -refresh are they coded differently?

I know they are functionally the same, but they feel different. I am not sure if it's just placebo or if they are actually coded differently.

In the April 1, 2013 update of the public release, Valve added the -freq option, which I think replaced -refresh or that it was removed afterwards as using it doesn't actually change the refresh rate, tested in HL & CS 1.6. Just stick with one and I'd pick -freq.
