sometimes menu command won't open selection list

Not sure if this is an issue with constellation or with the core ST3 menu APIs, but once a week or so I'll pick a command from the constellation menu and the next selection menu won't open. When I open the menu and click the item again, it works fine.

• look for reports of similar problems on the ST3 forum to figure out if it's a core issue or plugin issue, and if there's a workaround
• when it happens again, see if it's accidentally appearing on another open ST3 window
• research whether there's a way to detect this condition (select menu item, selection menu is not open) as this would help focus any attempt to log enough context to figure out why it's happening
• as a last-ditch effort, make a local branch and add fine-grained debugging until the cause shakes out
