Software Requirement for running the tool

While trying to install node modules I realized Visual C++ tools ( specially VS studio and python 2.7) are required to be set up internally on the system. However, this isnt mentioned as a technical requirement in the documentation. I wish to understand the necessity and dependency of Open API Designer on Visual C++ Tools. Can we use the tool without these VC++ tools?
