Detect backticks in JavaScript

We recently had an Internet Explorer bug.

Add a linter for detecting and disallowing backticks as string literal delimiters.

maybe add a def check_backticks() for the JS checker

Once this is release , we can continue to integrate it into https://github.com/chevah/server/tree/5611-js-backtick

but I think that migrating scame to py3 is a top priority
