Restore text-format?

text-format is currently disabled due to GHC 8.4 issues according to a comment, but after haskell/text-format#21, version 0.3.2 is on Hackage that does build fine with Stackage LTS 12.9.

I searched the history for the previous maintainer of the Stackage listing to ping, but I could not find any.

Sorry for the delay in answering. If you want, you can ping the maintainer f the package on Hackage or you can become the maintainer on Stackage, or both
