Host code in DAO via Pando app

Pando allows an Aragon DAO to own the permission to push and pull code to git repos hosted on IPFS. This means that the DAO members can vote on who does and does not have the ability to review and commit changes to the Cryptoeconomics.Study codebase. This would allow the DAO to own and manage the project rather than a few people who own a GitHub repo.

Pando is in early beta, but once it's ready we should give it a go
