What we're after
Implement new state for PDFs that are too large to download. Rather than allow users to select a report that is too large to download, we will provide a message directing users to contact EFO for help with that large file. This affects download dropdowns wherever they exist, including: committee profile pages (filings tab), filings datatable (raw), filings datatable (processed).
This updated message incorporates a new icon. @JonellaCulmer can provide list of affected committees and files to whoever picks up this ticket.
