GitHub Actions for testing

Travis is great, but GitHub Actions is free for us and has generally faster build times.

Here are the steps to using GitHub Actions

• Try GitHub Actions tests for the latest version of Emacs (WIP)
• Try GitHub Actions testing for older versions of Emacs (pending)
• Remove Travis configuration and use GitHub Actions for all testing (pending)
