Add project skeletor generator

For CL we have the great https://github.com/fukamachi/cl-project, but for other languages we can use something similar to the Emacs https://github.com/chrisbarrett/skeletor.el

Do you think that it could be a good idea to implement the interface akin to cl-project and specify the templating separate? Just a thought I had reading through it. I'm asking essentially if you think it would be well to implement the cl-project interface but making it work for any target environment.

What do you mean by "Target environment"? I imagine cl-project works regardless of OS; are you suggesting making project formats for different languages/build-systems? If a project skeleton is simply a specific file structure, I don't see a reason that templating couldn't/shouldn't be implemented.
