My cargo ship won't land

I launched a cargo rocket on Mars to a launch pad on Earth and it never landed. I was careful to sync the frequency of the launch controllers.

Did it de-spawn? Or could it be just a bug?

I am not sure if the Launch Controllers chunk load - but if they don't did you chunk load the launch pad on Earth?
