[Bug]: Constant Upload & Download of 30kb to server with new version doing nothing

Bug description

Nextcloud Desktop Client Version 33.0.0 (Windows running on windows)

This wasn't an issue in previous versions, but since the client had update in last few days I had noticed this in the backgroun where it is constantly creating dropping connections to the server and basically in bandwidth monitor a total 30kbs up and down to the server... previously this wasn't like this at all...

version 33 on desktop seems to have the issue

Expected behavior

it doesn't need 30kb up and down to server 24/7 doing absolutely nothing

Seems to also be causing significant server-side load. 4 cores at around 25% according to htop, immediately drops to 0-5% when i close the upgraded Windows sync client. Server is on 32.0.7

I didn't check the server, but yeah glad to know it's not just me, nextcloud client is a pretty terrible awful ux/ui as it is, now this.

I see the same issue on Win11 with Client 33.0.0

Constant write activity to NTFS volume log as well as constant network activity to my server to port 443 as well as high CPU usage, even when the sync is stopped. This is a fresh install of Win11 and NC Client as well.

In my case, i have the "External sites" plugin enabled and it seems that my Desktop client ist constantly trying to request a site icon in SVG format. Also when i open the GUI on Desktop and click on the 9-dotted-icon, the menu is constantly flashing. My best bet is the new Desktop app is trying to display External sites icons but for some reason fails to load them and keeps retrying. Disabling the plugin seems to have fixed it for now.

The patch in #9697 (backported via #9710) looks like it could be the appropraite fix.

At least in my particular case the problematic External site icon starts with <?xml version... and a comment. Reuploading the SVG with these lines removed fixed my issue. I suppose configuring the External site's Devices property to Only in the browser could've also done the trick.

I can confirm the flickering in the 9 dot menu. Although I do not have the external sites installed, it seems to be an issue with the Memories or Passwords App where the Icons in the menu are not loading or are not properly sized.
