Opt in to see other people's stars

I don't have many stars, so just keep seeing the same ones now.

It makes sense to just see your own as the standard experience, but it would be great to have the option (or separate feed?) to see other people's stars, as a way of discovering interesting projects and keeping starminder active once you run out of your own.

From a privacy perspective probably related to #82

I was initially going to have just a single project per the global reminder in #82 as a way to get something like this, but your situation is making me rethink it.

It might be cool to still do that, but then at user reminder generation time pull in all new global ones as well, or something along those lines. 🤔
