Let's have a discussion about the role of tags on OpenML. What do you expect from them?

Tags currently carry multiple responsibilities: personal organisation, linking of (legacy) studies, semantic annotation, annotation for metadata. We want to figure out which of these functionalities should be preserved, and how they should be presented. Or should tags perhaps be used in other (new) ways?
