Xorg keyboard layout HMS-11151

This customisation does not apply to the Xorg keyboard configuration. GDM and the GNOME environment remain set to the US keyboard layout. Target system: RHEL 8.10 installer image.

A few additional points:

• In the graphical installer, keyboard is US and can’t be changed,
• gsettings get org.gnome.desktop.input-sources sources returns [('@', '[Invalid UTF-8]')] on installed system.
• No keyboard is selected in the GNOME keyboard configuration panel.
