Feature request: do not downlaoding block lists when all options off

I found that even if I turn off all lists, log show its still downloading them. Ideally there should be no need to download them anymore.

I think that's just a log, it actually doesn't download anything. I'll see at removing the log when all options are off.

I think you are right, it showed up immediately after set LOG_LEVEL=debug.

The reason why I turned them off was that in addition to the reasons mentioned before, I found that some sources contained excessive and incorrect blocklists, which affected normal access. Of course I could exclude manually, but finding out all the domains that should be excluded is not easy.
