💡 [Feature]: Telemetry support for vscode.open actions and AI capabilities

🎯 Aim of the feature

PR #643 implements core telemetry support for SPFx Toolkit and implements tracking for registered extension commands. This is a follow-up issue to #570 to extend telemetry coverage to the following:

• vscode.open commands (Service and health incidents, Help and Feedback)
• AI capabilities such as chat participants and LM tools (See full list here: https://pnp.github.io/vscode-viva/features/github-copilot-capabilities/)

Considerations:

• Follow the existing centralized telemetry service introduced in PR Telemetry support for SPFx Toolkit. Closes #570 #643
• Keep all data anonymized
• Do not collect tenant details
• Update Telemetry documentation
