Transition drawing backend to Matplotlib from SVG_Writer

The first priority for the standard compliance and compatibility is the handling of Matplotlib of number one drawing backend.

We should consider droping SVG_Writer as it has numerous downsides and possibily include Bokeh for WebUI rendering without magnifiing.
