Enhancement: add package definition for installation via winget

I really appreciate the great enhancements and bug fixes to OpenModScan in quick succession!

Like many Windows power users I'm using winget to install & update applications.

Usually once a week I run winget update --all --silent to be up-to-date.

Maybe publishing OpenModScan to MSFT's winget repository would attract more wider use too?

In case you'd consider this enhancement, maybe a good example to start with is

Hello @mi-hol. There is no plans to distribute OpenModScan via winget.
