Add backwards-compatibility between 3.2 and 3.1 parsers

• Parser will parse both the 3.2 file formats and 3.1 file formats
• SRK's header has deprecated fields that will now store version numbers, as awful as that is
• Header CSV will report software tag version so we never have to deal with this mess ever again
