Reopen Pull-Requests after force-push to master

As described in #508 an accidental force-push to master resulted in all PRs being closed automatically. The purpose of this feature is to keep track on all PRs and reopen them.

I figured out creating a new PR that references the closed PR could be a feasible way. Please have a look at #510 as an example.

@RobertoRoos rebasing doesn't help. I' m not able to reopen the original PR:

I guess creating a new PR and referencing the original in the description is the way here.

Myeah, that seems to be the only way. I created a test repo where I reproduced exactly this situation: https://github.com/RobertoRoos/github-experiment

But the resetting of the branch (described here) simply doesn't work unfortunately.
