Optimize contract size

IBC contract (approximately 41k) exceeds Ethereum's hard cap 26k on contract size. Axon can increase this number but not sure how the chain will be impacted. Evaluation and test are needed for this issue.

We should implement IBCQuerier and CellEmitterHandler similar to other handlers, i.e., delegatecall actual implementation. (Maybe use regular call and don't share storage for CellEmitterHandler.)

CellEmitterHandler can be a separate contract or use delegatecall. Queries can be proxied with delegtecall. If having many proxy functions and encoding/decoding params/results turn out to be a problem, we can use a single query proxy entrypoint function:

Or we can use some alternative query implementation, e.g. by indexing events.
