Support Env Presents and Custom Env variables

We would like support for the following when making a connection to via the JDBC driver.

1. Pass custom spark configs and other env presets (similar to how its done in the AirFlow operator. I understand that these are two different mechanisms, just paralleling the functionality)
2. Specify a predefined custom env preset by name that was configured in the WBC GUI
