TODO: drop when commaai/dependencies merges the Windows wheels PR and publishes win_amd64 wheels to PyPI; then relock from PyPI in the previous commit. Not for upstream.

Fork-only CI branch: the combined upstream PR plus one commit that points uv at a pre-release index of the comma-deps Windows wheels on my dependencies fork, so the Windows entry runs green here until commaai/dependencies#107 publishes them to PyPI. Not for upstream; closes once that PR has published.
