CI: pin ruff rule selection to pre-0.16 defaults - #212

CI installs unpinned lint tools; ruff >= 0.16 enables the UP/RUF modernization rules by default, which flag ~770 pre-existing sites across the package and have been failing main's lint job since 2026-08-04 (independent of any recent PR). Pin lint.select to the previous default set (E4/E7/E9/F) so the goalposts stop moving with ruff releases; adopting the modernization rules can be its own deliberate PR. Main's lint job has been red since 2026-08-04 (predating #201, whose merge run also shows it): CI installs unpinned ruff, and ruff ≥ 0.16 turned on the UP/RUF modernization rules by default — ~770 findings across the package, none introduced by recent PRs.

lint.selectto ruff's previous default set (E4/E7/E9/F), restoring the rule set the repo was actually written against. Verified locally with CI's exact tool versions (ruff 0.16.1, black 26.5.1, isort 8.0.1): all three lint checks pass.Adopting the modernization rules (as adam-assist did in B612-Asteroid-Institute/adam-assist#34, where the diff was ~20 sites rather than ~770) can be its own deliberate PR afterwards.
