Adds jurisdicciones/cordoba.md following the jujuy.md skeleton: institutional framework, the five fueros required by the issue (civil y comercial, penal, laboral, contencioso administrativo, familia) each with its procedural code marked for verification, plazos computation notes including the TSJ Cordoba acordadas as feria source and an explicit plazo-de-gracia verification slot, SAIJ query syntax for the province, and local sources (Digesto and Boletin Oficial portals flagged unverified from this environment). Every law number ships as a 🔲 pending-verification marker per CONTRIBUTING rule one: no invented law. Claims the Cordoba slot of issue Bitcoindefi#4; one province per PR as instructed.
