Agrega jurisdicciones/santa-fe.md siguiendo la estructura de las fichas
existentes (jujuy/cordoba): marco institucional, tabla de los cinco fueros,
cómputo de plazos con verificación pendiente marcada donde corresponde,
sintaxis de consulta en SAIJ y fuentes locales oficiales.

Qué se verificó en fuente primaria:

• CPCC Ley 5531: ficha de norma en el SIN del Gobierno de Santa Fe
  (santafe.gov.ar/normativa) + página de códigos del Poder Judicial.
• Reforma integral Ley 14264 (CPCC + LOPJ 10160): Boletín Oficial provincial,
  edición 12-06-2024 (texto de arts. 20, 49 y 52).
• CPP Ley 12734 y su modificación por Ley 13405; CPP Juvenil Ley 14228;
  CPL texto ordenado Ley 7945: página oficial de códigos del Poder Judicial
