Agrega la regla de operación #8 a abogacia-argentina: categoría de riesgo
específica para nombres de personas en cargos, distinta de la verificación
normativa/jurisprudencial.

La regla exige, antes de nombrar o dirigirse a una persona en un escrito:

• Verificar el cargo en dos fuentes independientes y recientes (sitio oficial
  • segunda fuente fechada en el año en curso) — no un solo resultado de búsqueda.
• Preferir fuentes con fecha de asunción/vigencia del cargo.
• Sin doble confirmación reciente: marcar 🔲 y redactar por cargo ("al Sr./Sra.
  [cargo]") dejando el nombre como dato a confirmar antes de presentar.
• Cuidado extra con reintentos de búsqueda: homónimos de otra unidad u
  organización con cargo similar (tercer caso real de la issue).

Incluye el cierre de coste-beneficio: minutos de verificación contra un escrito
entero desacreditado.
