Agrega §13 · Correo electrónico a contraparte institucional (reclamo activo)
a argentina-formatos, cubriendo exactamente las cinco decisiones que la issue
enumera sin criterio hoy:

1. Mismo hilo vs hilo nuevo — mismo hilo mientras sea el mismo tema (la
   contraparte ve todo lo actuado); hilo nuevo al cambiar de tema o abrir vía formal.
2. Escalada progresiva de destinatarios — agregar superiores en Para/CC sin
   sacar a nadie: el silencio de los primeros queda documentado ante los nuevos,
   sin acusarlo explícitamente. Con escalado típico por niveles.
3. Mail conciliador vs escalada formal — tono, contenido y el momento del
   cambio (plazo del mail conciliador vencido, o respuesta evasiva).
4. Recordatorio por falta de respuesta — breve y neutral; el reenvío en el
   mismo hilo refuerza el reclamo ante testigos crecientes.
5. Verificación de destinatarios — preferir casillas que ya respondieron;
   direcciones no verificadas solo como refuerzo de bajo costo (el rebote también
   documenta).

Más estructura mínima por mail (asunto estable con identificador, un tema por mail).
