Nueva skill que modela el reclamo no judicial como secuencia deliberada de
escalones, cubriendo los cinco puntos de la issue:

1. Escalones disponibles por tipo de contraparte: operativo → autoridad
   directa → conducción superior → organismo de control sectorial → defensa del
   consumidor (Ley 24.240) → vía judicial, con tabla y marcadores 🔲 para los
   que haya que verificar por institución.
2. Triggers objetivos: silencio con margen decreciente (10→7→5 hábiles),
   respuesta sin norma, sin consideración de prueba, derivación sin plazo.
3. Regla de tono: colaborativo + reserva sobria; la reserva comunica, la
   amenaza temprana resta.
4. Un solo hilo con destinatarios crecientes — el silencio del nivel previo
   queda documentado ante los nuevos sin acusarlo.
5. Integración: argentina-plazos (con verificación aritmética),
   argentina-formatos §13 (forma del mail), regla dura Tests de humo para el MCP SAIJ + CI #8 de autoridades vigentes.

Salida estándar: tabla de escalada (etapa · destinatario · fechas · trigger ·
margen · próxima acción).
