Motivation

• Formalize Cognitive Admissibility Criteria (CAC) into an enforceable, testable procurement and audit standard so procuring organizations and auditors can require verifiable artifacts (CACert, decision trace, transparency-log proofs) as pass/fail acceptance criteria.

Description

• Add docs/standards/CAC_Procurement_Audit_Standard_v1.0.md containing (1) an RFC-style normative standard, (2) 14 RFP-ready enforceable clauses, (3) a repeatable audit framework, (4) compliance mapping (NIST AI RMF / ISO 42001 / SOC 2 / EU AI Act), and (5) a phased 0–90/90–180/180+ adoption strategy, and update docs/roadmap/STATUS.json to record the new initiative as completed.

Testing

• Ran python -m json.tool docs/roadmap/STATUS.json to validate JSON well-formedness and it succeeded.
