Add municipal financial statement pages

Summary

• add the national municipal financial statement directory and API-backed historical routes
• render source context, census/per-capita detail, saved verification checks, and revenue/expense Sankeys
• share the financial-year selector with First Nations pages and normalize municipal navigation
• standardize the frontend test command on Vitest

Stacked on #275. Merge that parent first. Deploy only after the York Factory municipal API and production data smoke tests pass.

Verification

• Vitest: 55 tests passed
• production build completed against the local York API
• Toronto 2025 and Grand-Bouctouche 2023 verified locally and through the Cloudflare preview
