• Comprehensive TSConfig Support

  Support as many fields in `tsconfig.json` files as we possibly can. ## Intentionally Not Supported - any type-checking related options - `outFile` - missing `rootDir` and/or `outDir`, or having `rootDir` contain `outDir` I'm thinking we shouldn't support project references either, but I'm not convinced of that yet.
