Convert the sampler and streamer components to getter/setter.
Both components are extensively used in tests, so any problem should surface quite fast ;-)
Note 1: the user-space programs sampler_usr.c and streamer_usr.c did get the 64-bit versions properly added, but the file was not re-indented. That needs to be done another time.
