Thanks Mike for this. This is an important flag addition which allows for users to submit jobs with lower priority and use other free GPUs beyond their guaranteed quota. Maximizes resource utilization as well as allow developers to try out multiple experiments simultaneously. |

I think this is OK to review. The goal is to make sure that folks can submit Lepton jobs and set them as preemptible. My experience is that without that field, jobs on crowded clusters queue and are never scheduled.
