Description of changes
Moves turbolifts into a modpack.
Also removes the turbolift from the example map due to the restriction that it can have no modpacks loaded.
Why and what will this PR improve
Self-contained, reduces core dependencies, etc etc. Also adds some hooks to avoid needing to splice these features into the guts of SSmisc_late and SSmapping.
