Reviewed PR #1982 by Vamsidhar along with the related frontend changes. Checked out both backend and frontend branches locally and tested the Longest Open Issues chart on the Total Construction Summary page. Verified that selecting multiple projects displays all issues without any limitation and that results are sorted correctly by duration. No issues observed. Approving.

Description
Fixed the issue where the graph was not rendering and displayed "No data available" for all filters in the development environment.
