## tend workflow-update PRs

When the nightly skill opens or refreshes the `tend/update-workflows` PR, its
**Notable changes** list should cover only entries that change how tend behaves
**in this repo** — harness permissions, skill behavior, CI guidance, workflow
generation. Drop entries that only affect tend's own internals (e.g. how tend
publishes its GitHub Releases). Maintainer feedback on #5986.
