Design

Split the work into three independently verifiable pieces:

1. Template — .github/ISSUE_TEMPLATE/hard-issue.yml with problem, scope,
   acceptance (checkboxes), tests, evidence, security, areas, a domain
   input, a reward input, and a complexity dropdown. A plain bug_report.yml
   and config.yml round out the set.

2. Rubric + checklist — docs/contributor-guide.md with one rubric table per
   domain (Frontend / UI, API / Server, Contracts / Chain logic, Documentation /
   Tooling, Security). Each table marks evidence columns as Required vs Preferred
   so a reward reviewer can gate mechanically. Below it: a six-part maintainer
   review checklist (issue hygiene, design note, tests, rubric evidence, code
   review, reward review).

3. Verifier — scripts/check-issue-templates.mjs, run as node scripts/check-issue-templates.mjs.
   It fails if a referenced repo path stops existing, if a rubric domain is missing
   or duplicated, or if CONTRIBUTING.md stops pointing at the template. The
   exported extractRubricDomains() helper is covered by 16 vitest cases in
   src/test/issue-template.test.ts.

Notes

• No new runtime dependencies; the verifier uses only node:fs, node:path, node:url.
• CONTRIBUTING.md gets a new section 9 pointing contributors at the template, the
  rubric, and the verifier.
• Every path referenced by the template and rubric was checked to exist first.
• Baseline check: npm test and tsc -b on a clean main already fail in
  src/pages/browse/PromptCard.tsx (pre-existing parse error, unrelated to this
  change) — the new test file passes and adds no new failures.
