Goal: rate-limit supply and borrows so an attacker cannot supply then borrow a huge percentage of the pool's liquidity in a single block. Preventing supply and borrow in a single block is one solution but not ideal IMO as it dramatically limits dapps building on top of fuse as well as generally prevents leverage looping unless there is a whitelist
