Clarify snapshot offload prerequisite in Configuring data offloads - #6721

The steps for enabling snapshot offloads did not clearly state that parameters must first be flagged for snapshots (via an information template or the protocol) before any data is written to the snapshot table. This was only implied in a parenthetical and a TIP, which led to customer confusion when the snapshot table remained empty after enabling the feature (ref. DCP task 304380). This change adds an explicit IMPORTANT note with the prerequisite and clarifies the meaning of the "All parameter values" option.
